H.B. No. 2213 amends the Insurance Code regarding the composition of the board of directors of the Texas Windstorm Insurance Association. The bill specifies that three members of the board must be representatives of the insurance industry who actively write or sell windstorm and hail insurance in the first tier coastal counties, as well as residents of Texas. Additionally, at least one member must be a licensed property and casualty agent who is actively offering or selling Texas windstorm and hail insurance policies and is not a captive agent.

Furthermore, the bill stipulates that three members must reside in an area of Texas located outside a catastrophe area, removing the previous requirement that they be more than 100 miles from the Texas coastline. This legislation is set to take effect on September 1, 2025.
