House Bill No. 2202 aims to enhance the Supplemental Nutrition Assistance Program (SNAP) in Texas by introducing new provisions related to eligibility and benefits. The bill adds Sections 33.0025 and 33.020 to the Human Resources Code, establishing a quality control review process for SNAP. This process mandates the commission to conduct monthly reviews of a random sample of participating households, as well as those denied, suspended, or terminated from the program, to ensure correct eligibility and benefit allotments. Additionally, the commission is authorized to utilize electronic data sources for verifying household eligibility.
Furthermore, the bill stipulates that individuals whose eligibility for SNAP benefits has been established or recertified will remain eligible for a period of 12 months, with certain exceptions. The commission may adjust this eligibility period to align with the recertification of medical assistance benefits for children in the same household. Individuals who expect changes in their circumstances, are elderly or disabled with no earned income, or belong to specific household compositions may not be eligible for the 12-month period. The bill also requires periodic reporting from beneficiaries regarding changes in their circumstances during this eligibility period and allows for automation in processing reports when no changes are reported. The provisions of this Act will take effect on September 1, 2025.
