The bill proposes the designation of a segment of Farm-to-Market Road 1097 in Montgomery County as the "Army Specialist Joey Lenz Memorial Highway." This designation will apply to the portion of the road between its intersection with Interstate Highway 45 and Lake Conroe Hills Drive. The bill adds a new section, Section 225.243, to the Transportation Code, which outlines the designation and states that it is in addition to any other existing designations.

Furthermore, the bill mandates the Texas Department of Transportation to design and construct markers that indicate the highway's new designation and to erect these markers at both ends of the highway as well as at appropriate intermediate locations. The provisions of this Act are set to take effect on September 1, 2025.
