S.B. No. 914 amends the Election Code to allow certain cities and counties in Texas to change the date of their general elections for officers to the November uniform election date. Specifically, it introduces two new subsections: Subsection (f) permits cities with a population of 9,000 or less, located in counties with a total area of less than 6,200 square miles and that have adopted a council-manager form of government, to make this change by December 31, 2026. Subsection (g) allows counties with a population of 425,000 or more, adjacent to a county with a population of 3.3 million or more and containing a portion of the San Jacinto River, to also change their election date by the same deadline. Both subsections will expire on January 1, 2027.
The bill stipulates that the changes made under these subsections will adhere to existing provisions in Subsections (b), (c), and (d) of the Election Code. The act will take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
