H.B. No. 2028 amends the Texas Government Code to enhance the requirements for posting notices and agendas for meetings under the open meetings law. The bill specifies that county governmental bodies must post meeting notices on a bulletin board at a convenient location in the county courthouse and on an electronic display as outlined in Section 82.051 of the Local Government Code. Additionally, it updates the requirements for governmental bodies and other entities that maintain an Internet website, mandating that they concurrently post meeting notices and agendas on the home page of their website.
The bill also clarifies that the validity of a posted notice or agenda is not compromised if there is a technical issue beyond the control of the governmental body or entity that prevents compliance with the posting requirements. The amendments will take effect on September 1, 2025, and will apply only to notices required to be posted after that date, while notices posted before the effective date will continue to be governed by the existing law.
