H.R. No. 81 is a resolution commemorating the 95th anniversary of Our Mother of Mercy Catholic Church in Fort Worth, which was founded on January 19, 1929, by Father Narcissus Denis of the Josephite Fathers. Initially, masses were held in a private residence and later in a converted drugstore chapel. The church has a rich history, having served as the first Catholic school for African American children in Fort Worth and as a community center for Black Catholics. Over the years, it has grown significantly, moving to its permanent location on East Terrell Avenue in 1952 and transitioning leadership from the Josephite Fathers to the Society of the Divine Word.

As the only African American Catholic Church in Tarrant County and the Catholic Diocese of Fort Worth, Our Mother of Mercy has fostered a diverse congregation and produced numerous leaders in various fields. The church has been recognized for its contributions to the community, including its designation as the principal church for the 2015-2016 Jubilee Year of Mercy. It has established various programs to support its members and the wider community, such as music, youth, bereavement, and guardian ministries, as well as the Society of St. Vincent DePaul for emergency aid. The resolution expresses the House of Representatives' best wishes for the future of the church and its members as they celebrate this significant milestone.
