The bill, S.B. No. 807, aims to enhance the prosecution of fraudulent use or possession of credit card or debit card information in Texas. It introduces a new provision, Article 13A.2551, to the Code of Criminal Procedure, allowing such offenses to be prosecuted in any county where the crime occurred or in the county of residence of the victim whose card information was unlawfully obtained, possessed, transferred, or used. The changes enacted by this bill will only apply to criminal proceedings that begin on or after its effective date of September 1, 2025. Any proceedings that commenced prior to this date will continue to be governed by the existing laws in effect at that time.
