S.B. No. 800 aims to enhance the resources and policies related to sexual harassment, sexual assault, dating violence, and stalking at public institutions of higher education in Texas. The bill mandates that each postsecondary educational institution require entering freshmen and undergraduate transfer students to attend an orientation that covers the institution's policies on these issues. The orientation must include a video detailing the names and contact information of Title IX coordinators, services provided by the Title IX office, reporting procedures for sexual assault, information on crime victims' compensation, and a list of local support organizations for survivors.

Additionally, the bill amends the requirements for student identification cards to include contact information for the National Sexual Assault Hotline, alongside existing resources for the National Suicide Prevention Lifeline and the Crisis Text Line. The changes to the orientation and identification card requirements will take effect starting with the 2025-2026 academic year and apply only to student IDs issued after the bill's effective date. The act will become effective immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
