S.B. No. 784 amends the Education Code to facilitate the transfer of public school students who are children of peace officers. The bill modifies Section 12A.004(a) to include a new provision that prohibits local innovation plans from exempting districts from the requirement to allow transfers of these students under Section 25.0344. Additionally, it amends Section 25.0344 to clarify that upon request from a peace officer who is a parent or guardian, a student can be transferred to another campus within the same district or to any other school district in Texas, regardless of prior agreements between the districts.

Furthermore, the bill establishes that both the sending and receiving districts must approve the transfer without exception and prohibits charging tuition fees for students transferring under this section. The changes will apply to local innovation plans adopted or renewed after the effective date of the Act, which will take effect for the 2025-2026 school year. If the bill receives a two-thirds vote from both houses, it will take effect immediately; otherwise, it will become effective on September 1, 2025.
