S.B. No. 731 mandates that certain multifamily residential developments, specifically those that receive low-income housing tax credits, are required to be equipped with water pressure boosters. This requirement applies to developments that are four stories or more in height and are designated for individuals aged 55 and older. The Texas Department of Housing and Community Affairs is tasked with ensuring compliance with this requirement for developments completed on or after January 1, 2026. Additionally, the department may establish rules to implement this section.

The bill also includes provisions for developments completed on or before December 31, 2025, allowing them to defer compliance with the water pressure booster requirement until January 1, 2030. Furthermore, by March 1, 2030, the Texas Department of Housing and Community Affairs must submit a report to the legislature detailing the number of developments in compliance and the reasons for any noncompliance. The act is set to take effect on September 1, 2025.
