S.B. No. 710 amends the Government Code to establish a framework for certain municipal entities to create and utilize online message boards or similar Internet applications for public communication. Additionally, it introduces a new Section 551.0061, which permits the governing body of a municipality to authorize its boards, commissions, or similar entities to establish their own online message boards for a period of up to two years, with the possibility of reauthorization.

The new section outlines that these municipal online message boards are separate from the primary municipal message board and must comply with the existing requirements of Section 551.006. Furthermore, it mandates that a municipal employee be designated to monitor the compliance of these online platforms. The act is set to take effect on September 1, 2025.
