This bill amends the Human Resources Code by adding new sections that establish guidelines for the eligibility period of individuals receiving Supplemental Nutrition Assistance Program (SNAP) benefits. Specifically, it mandates that individuals whose eligibility has been established or recertified will remain eligible for a period of 12 months. The bill also allows for adjustments to this eligibility period to align with the recertification of medical assistance benefits for children in the same household. However, certain individuals, such as those expecting a change in circumstances, seniors or disabled individuals with no earned income, and specific households, may be exempt from this 12-month eligibility period.

Additionally, the bill introduces a provision for the annual inflation adjustment of resources excluded from determining SNAP eligibility. The executive commissioner is required to adjust the maximum amount of these excluded resources based on the Consumer Price Index, with the first adjustment reflecting changes since July 1, 2001, and set to expire on October 1, 2026. The changes in law will apply to eligibility determinations made on or after the effective date of the Act, which is September 1, 2025.
