S.B. No. 608 amends the Government Code and Local Government Code to enhance the reporting requirements related to evidence collection kits in Texas. The bill mandates that the department submit an annual report by December 1, detailing the number of evidence collection kits that have not been submitted for laboratory analysis or for which analysis is incomplete, as well as those that law enforcement agencies did not take possession of within the required timeframe. This report must be titled "Statewide Electronic Tracking System Report" and made publicly accessible on the department's website.
Additionally, the bill requires response teams to provide a biennial report to the commissioners court, which includes a summary of sexual assault reports and investigations, as well as the number of evidence collection kits that law enforcement agencies failed to take possession of within the specified period. The previous requirement to report the number of sexual assault cases without indictments has been modified to include this new data on evidence collection kits. The act is set to take effect on September 1, 2025.
