H.B. No. 1573 mandates that each school district in Texas adopt a policy regarding custodian workloads for district facilities. The new section, 38.042, requires the board of trustees to establish specific benchmarks for the amount of square footage that can be assigned to a properly equipped custodian during an eight-hour shift. These benchmarks must be categorized by the type of campus—elementary, middle, and high schools—as well as other district facilities. Additionally, the school district is required to post this policy on its official website.

The bill is set to take effect at the beginning of the 2025-2026 school year, with provisions for immediate effect if it receives a two-thirds majority vote from both houses of the legislature. If not, the bill will take effect on September 1, 2025.
