H.B. No. 1506 amends the Government Code to expand the definition of "retired judicial officer" to include certain retired county court judges. Specifically, the bill adds a new category for retired judges of constitutional county courts or statutory county courts who have served at least 48 months in such courts. This addition is made alongside existing definitions that include visiting judges and senior judges, while removing the previous option that allowed for a retired federal judge to be classified as a retired judicial officer.

The bill stipulates that the changes will only apply to applications for a license to carry a handgun submitted on or after the effective date of the Act, which is set for September 1, 2025. Applications submitted before this date will continue to be governed by the law in effect at the time of submission.
