S.B. No. 494 establishes a task force under the Railroad Commission of Texas to address the theft of petroleum products in the state. The task force will consist of representatives from the oil and gas industry, energy trade associations, and various law enforcement agencies. Its primary responsibilities include conducting an ongoing study of petroleum theft, reviewing relevant laws and regulations, analyzing the economic impacts of such theft, and making recommendations for outreach and prevention programs. The task force is required to meet quarterly and may conduct meetings virtually.

Additionally, the task force must submit a report every two years to key state officials and legislative committees, which will include recommendations aimed at increasing transparency, improving security, and enhancing consumer protections related to petroleum theft. Notably, the provisions of Chapter 2110 of the Government Code, which typically govern the duration and leadership of task forces, do not apply to this task force. The act is set to take effect on September 1, 2025, and will expire on December 31, 2030.
