H.B. No. 1443 introduces a new criminal offense related to the promotion or possession of child-like sex dolls in Texas. The bill defines a "child-like sex doll" as an obscene, anatomically correct doll, mannequin, or robot resembling a child, intended for sexual stimulation or gratification. Under the new Section 43.231, individuals can be charged with a felony of the second degree for promoting such dolls, a felony of the third degree for possessing them with the intent to promote, and a state jail felony for simply possessing a child-like sex doll. Additionally, possessing two or more of these dolls creates a presumption of intent to promote.
The bill also includes an affirmative defense for individuals who possess or promote a child-like sex doll for legitimate law enforcement purposes. This legislation is set to take effect on September 1, 2025.
