H.B. No. 1441 amends Section 1701.262(c) of the Occupations Code to enhance the model training curriculum for school district peace officers and school resource officers. The updated curriculum will now include learning objectives that address child and adolescent development, positive behavioral interventions, conflict resolution, de-escalation techniques, and the mental health needs of children with disabilities. Notably, the bill removes the previous requirement for mental health crisis intervention and adds new objectives that focus on the effects of mental health conditions, including gang influence, drug use, mistreatment, neglect, grief, and trauma on student behavior. It emphasizes the importance of using evidence-based, grief-informed, and trauma-informed strategies to create a safe school environment and support the mental health of affected students.
The Texas Commission on Law Enforcement is tasked with amending the model training curriculum to reflect these changes as soon as practicable after the bill's effective date. The Act will take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will become effective on September 1, 2025.
