These conditions include if the voter's address is a commercial post office box, if the voter's name is not on the suspense list and they have not voted in any election during the previous 25 months, or if the registrar has any other reason to believe the voter's residence differs from what is indicated in the registration records.

Additionally, the bill allows for the allocation of funds by the secretary of state to county voter registrars to help cover the costs associated with implementing the new requirements, contingent upon the 89th Legislature appropriating money for this purpose. The act is set to take effect on September 1, 2025.
