H.B. No. 1411 amends the Education Code by adding a new subsection that allows certain school district employees to use personal leave during school holidays. Specifically, employees with available personal leave under the state minimum personal leave program can use up to two days of this leave for compensation on designated school holidays when they would otherwise not receive pay. However, this provision applies only to employees who are not exempt from the overtime provisions of the federal Fair Labor Standards Act and whose pay is not annualized.
The bill is set to take effect at the beginning of the 2025-2026 school year. It will become effective immediately if it receives a two-thirds vote from all elected members in both houses; otherwise, it will take effect on September 1, 2025.
