The proposed joint resolution seeks to amend the Texas Constitution to impose term limits on individuals serving in the Texas Legislature, as statewide elected officers in the executive branch, or as state employees in the legislative or executive branches. Specifically, it establishes that a person cannot serve more than eight whole regular sessions in the House of Representatives or the Senate, and a total of 12 whole regular sessions across both chambers. Additionally, it stipulates that individuals who have served for 16 or more years in these offices will be ineligible for election to any of these positions. However, service prior to January 1, 2027, will not count towards these limits.

Furthermore, the resolution mandates that the legislature will enact laws to restrict state employees from serving more than 24 years in the legislative or executive branches. The proposed amendment will be presented to voters in an election scheduled for November 4, 2025, allowing the public to decide on the implementation of these term limits.
