The bill amends the definition of "abortion" in the Texas Health and Safety Code. It clarifies that "abortion" refers to the act of using or prescribing any means with the intent to cause the death of an unborn child, but explicitly excludes the use of birth control devices, oral contraceptives, and in vitro fertilization. Additionally, the bill specifies that certain medical acts are not considered abortions if they are performed with the intent to save the life or preserve the health of an unborn child, to remove a dead unborn child due to spontaneous abortion, or to remove an ectopic pregnancy.

Furthermore, the bill introduces a new definition for "in vitro fertilization," describing it as the process of collecting eggs from ovaries and manually fertilizing them with sperm for later placement inside a uterus. The changes will take effect on September 1, 2025.
