The bill amends various sections of the Texas Penal Code and the Code of Criminal Procedure to redefine the age of a child in relation to offenses of indecency with a child and sexual assault. Specifically, it changes the definition of "child" from under 17 years of age to under 18 years of age in Sections 21.11(a) and 22.011(c)(1) of the Penal Code. Additionally, it modifies the language in Article 38.074 and Article 42A.453(c) to reflect this new age definition, ensuring that the conditions for community supervision and parole for offenders are applicable to those who have victimized children under 18 years of age.

Furthermore, the bill establishes requirements for judges and parole panels to create child safety zones for offenders who have committed crimes against children under 18. These safety zones include restrictions on supervising or participating in programs with minors and proximity to places where children gather. The changes in law will only apply to offenses committed on or after the effective date of the Act, which is set for September 1, 2025, while offenses committed prior to this date will be governed by the previous laws.
