Additionally, the bill introduces a new section, 113.402, which mandates that for any proposed installation or modification of a stationary LP-gas installation with an aggregate water capacity of 10,000 gallons or more, the applicant must notify all property owners within 500 feet of the proposed location. This notification must be sent via registered or certified mail, or another mail service that provides proof of delivery.

Furthermore, the applicant is required to maintain a record of the proof of delivery for a duration specified by the commission. The changes in law will only apply to applications filed with the Railroad Commission of Texas on or after the effective date of the Act, while applications submitted before this date will be governed by the previous law. The Act is set to take effect immediately upon receiving a two-thirds vote from both houses or on September 1, 2025, if such a vote is not achieved.
