The bill, H.B. No. 157, mandates the Texas Commission on Environmental Quality (TCEQ) to produce an annual report on public drinking water supply systems. This report, which must be delivered to the legislature by September 1 each year, will include an analysis of significant events affecting these systems, a summary of challenges and vulnerabilities faced, projections regarding the physical condition of the systems and the impact of population growth, as well as recommendations for preventing unplanned downtime during disasters.
Additionally, the bill allows the TCEQ to collaborate with other state agencies, political subdivisions, and public drinking water supply systems to facilitate the report's production. The first report under this new requirement is due by September 1, 2026, and the act will take effect on September 1, 2025.
