The bill amends Section 825.4092(e) of the Government Code to provide specific conditions under which retirees of the Teacher Retirement System of Texas can return to work for a school district without the employer being required to pay certain amounts. The new provisions state that these amounts are not required for retirees who either retired before September 1, 2005, or those who retired on or after that date, provided their employment qualifies for exceptions under specified sections and the employer can demonstrate an inability to fill the position through reasonable efforts.

The changes in law will apply to all retirees of the Teacher Retirement System, regardless of their retirement date, starting with the 2025-2026 school year. The bill will take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
