H.B. No. 1178 introduces a new provision in the Texas Education Code that establishes a temporary educator certificate for individuals certified in other states. The bill mandates the State Board for Educator Certification to create this temporary certificate and to issue it immediately to applicants who meet specific criteria, including holding a valid non-temporary certificate from another state and a bachelor's degree from an accredited institution. The temporary certificate will expire either one year after issuance or upon the issuance of a standard certificate under existing law, with an exception for spouses of active-duty military members, whose certificates will last for three years.

Additionally, the bill repeals certain existing provisions related to educator certification, specifically Sections 21.052(c), (d), (d-1), and (e) of the Education Code. The State Board is required to adopt rules to implement the new temporary certification process as soon as practicable after the bill's effective date. The act will take effect immediately if it receives a two-thirds majority vote in both houses; otherwise, it will take effect on September 1, 2025.
