H.B. No. 1188, also known as the Caytlin Handley Act, mandates that school districts provide parents or legal guardians of students with intellectual disabilities or developmental delays with information about local intellectual and developmental disability authority services during the first individualized education program (IEP) committee meeting. This information must include details about services and public benefits available in the student's county, including those under waiver programs established by the Social Security Act. Additionally, the agency, in collaboration with the Health and Human Services Commission, is tasked with developing informational materials to assist school districts in this process.

The provisions of this Act will take effect starting with the 2025-2026 school year. It will become effective immediately if it receives a two-thirds majority vote from both houses of the legislature; otherwise, it will take effect on September 1, 2025.
