S.B. No. 11 introduces a new provision in the Texas Education Code that mandates public schools to offer a period for prayer and the reading of the Bible or other religious texts each school day. The policy can be adopted by the board of trustees of a school district or the governing body of an open-enrollment charter school through a recorded vote. The resolution must specify that participation in this period is voluntary and requires a signed consent form from a parent or guardian, which acknowledges the choice to participate and waives any legal claims against the school related to this policy. The bill also includes provisions to ensure that the prayer or reading does not occur in a manner that would infringe on the rights of those who have not consented.

Additionally, the bill amends existing law to clarify that students have the right to pray or meditate individually and silently during school hours without disruption. It prohibits any coercion regarding participation in prayer or meditation. The act requires school boards to vote on the adoption of the new policy within six months of its effective date, which is set to begin in the 2025-2026 school year. If passed with a two-thirds majority, the act could take effect immediately; otherwise, it will take effect on September 1, 2025.
