The bill amends Chapter 794 of the Government Code to enhance the provisions required in an interstate compact on border security. A new definition of "illegal alien" is introduced, specifying that it refers to individuals who are not U.S. citizens or nationals and are unlawfully present in the United States. Additionally, the bill expands the requirements for interstate compact provisions to include not only sharing law enforcement intelligence and resources for physical barriers but also ensuring operational control of the Texas-Mexico border, enforcing federal immigration laws, and providing mutual support for necessary resources.

Furthermore, the bill modifies existing language by removing a clause and adding several new provisions that emphasize the importance of detecting, apprehending, and monitoring illegal aliens. The changes apply only to interstate compacts entered into after the effective date of the Act, while those established prior will continue to be governed by the previous law. The Act is set to take effect immediately upon receiving a two-thirds vote from both houses or on September 1, 2025, if such a vote is not achieved.
