H.B. No. 668 amends Section 411.185(a) of the Government Code regarding the renewal process for a license to carry a handgun. The bill stipulates that a license holder must submit their renewal application by mail or online on or before the first anniversary of the date the license expires. The renewal application must include a form provided by the department, a nonrefundable renewal fee of $40, and an informational form that must be signed or electronically acknowledged by the applicant.

The changes made by this Act apply to handgun licenses that expire before, on, or after the effective date of the legislation. The Act will take effect immediately if it receives a two-thirds vote from all members elected to each house; otherwise, it will take effect on September 1, 2025.
