H.B. No. 528 mandates that public schools in Texas provide specific notifications to parents or guardians regarding incidents of bullying and risks of suicide related to their children. The bill introduces new requirements for schools to maintain records verifying that parents or guardians have been notified of such incidents. Additionally, schools must provide these parents or guardians with suicide prevention materials and information on how to limit their child's access to means of committing suicide, such as firearms or medication.

The bill also requires school districts and open-enrollment charter schools to adopt policies that establish procedures for notifying parents or guardians of students identified as at risk of suicide. Similar to the bullying notifications, these procedures must include record-keeping and the provision of relevant materials and information. The Texas Education Agency, in coordination with the Health and Human Services Commission, will be responsible for selecting the materials and information to be distributed. This legislation is set to take effect in the 2025-2026 school year.
