The bill amends various sections of the Government Code related to the Texas Ethics Commission and the handling of complaints. It specifies that a complaint must be dismissed if the respondent files a corrected or amended statement, registration, or report before the commission issues a final decision on the complaint, provided that the correction remedies the alleged violation. Additionally, the bill introduces a new provision allowing respondents to challenge the commission's jurisdiction over a complaint in district court within 90 days of receiving notice of that determination.

Further amendments include a reduction in the timeframe for the commission to propose a settlement or dismiss a complaint from 120 days to 30 days after receiving the respondent's response. The bill clarifies that these changes apply only to complaints filed on or after the effective date of the Act, with prior complaints governed by the law in effect at the time they were filed. The Act is set to take effect immediately upon receiving a two-thirds vote from both houses or on September 1, 2025, if that vote is not achieved.
