It specifies that a complaint must be dismissed if the respondent files a corrected or amended statement, registration, or report before the commission issues a final decision, provided that the amendment remedies the alleged violation. Additionally, it introduces a new provision allowing respondents to challenge the commission's jurisdiction in a district court within 90 days of receiving notice of that determination.

Further amendments include a reduction in the timeframe for the commission to propose a settlement or dismiss a complaint from 120 days to 30 days after receiving the respondent's response. The bill clarifies that these changes apply only to complaints filed on or after the effective date of the Act, while complaints filed before that date will be governed by the previous law. The Act will take effect immediately if it receives a two-thirds vote from both houses; otherwise, it will take effect on September 1, 2025.
