Furthermore, the bill introduces provisions that state if a rule review is not completed by the required date, the rule will automatically expire and become void. It also allows individuals who may be harmed by the enforcement of an expired rule to file a civil action for a declaratory judgment and injunctive relief, with the option to recover reasonable costs and attorney's fees if they prevail. The act is set to take effect on September 1, 2025.
