The bill amends Section 521.121(a) of the Transportation Code to update the required content of a driver's license or personal identification certificate. It introduces a new requirement that if the holder is a citizen of the United States, the license must indicate this status. Additionally, it clarifies that the license must include the holder's residence address or, in certain cases, the street address of the courthouse where the holder or their spouse or parent serves as a federal judge.

The changes will apply only to driver's licenses or personal identification certificates that are issued or renewed on or after January 1, 2026. The bill is set to take effect on September 1, 2025.
