The bill amends Section 521.121(a) of the Transportation Code to update the required content of a driver's license or personal identification certificate. It introduces a new requirement that if the holder is a citizen of the United States, the license must indicate this status. The changes will apply only to driver's licenses or personal identification certificates that are issued or renewed on or after January 1, 2026. The bill is set to take effect on September 1, 2025.
