The bill amends the Government Code to enhance the transparency of state expenditures by requiring the comptroller of public accounts to establish a dedicated online database called the "Texas Checkbook." This database will be electronically searchable by the public and will include detailed information on state expenditures, such as the amount, date, payor, and payee, as well as a breakdown of expenditures by object of expense and class/item levels. The comptroller is also mandated to create a separate website for this database, which must include the term "Texas Checkbook" in its address.
Additionally, the bill requires each state agency with a publicly accessible Internet site to include a link to the Texas Checkbook on their homepage. This initiative aims to improve public access to state financial information and promote accountability in government spending. The provisions of the bill will take effect on September 1, 2025.
