The bill amends the Government Code to enhance the transparency of state expenditures by establishing a dedicated database known as the "Texas Checkbook." The comptroller of public accounts is required to create and maintain this database on a separate website, which must include the term "Texas Checkbook" in its URL. The database will be electronically searchable by the public and will contain detailed information about state expenditures, including the amount, date, payor, and payee, as well as a breakdown of expenditures by object of expense and class and item levels.
Additionally, the bill mandates that each state agency with a publicly accessible Internet site must include a link to the Texas Checkbook on their homepage. This initiative aims to improve public access to information regarding state spending, thereby promoting accountability and transparency in government financial operations. The provisions of this act will take effect on September 1, 2025.
