House Bill No. 207 aims to enhance the prosecution of certain criminal offenses related to sexually explicit visual material that involves depictions of children. The bill amends Sections 43.26(i) and 43.262(b-1) of the Penal Code to include specific provisions regarding visual materials that are created, adapted, or modified using artificial intelligence applications or other computer software. Additionally, it addresses materials that are printed or reproduced on anatomically correct dolls, mannequins, or robots that resemble children and are intended for sexual stimulation or gratification.

The bill clarifies that visual materials subject to these prohibitions must depict a child who is recognizable as an actual person, either through their face, likeness, or other distinguishing characteristics. The changes in law will only apply to offenses committed on or after the effective date of the Act, which is set for September 1, 2025. Offenses committed prior to this date will be governed by the existing law in effect at that time.
