SENATE RESOLUTION NO. 6
 
 
In Memory
of
John Dillard
 
       WHEREAS, Residents of The Colony are mourning the loss of
former mayor John Curtis Dillard II, who passed away on
September 20, 2023, at the age of 75; and
 
       WHEREAS, The son of John and Alice Dillard, John Dillard
was born on August 30, 1948, and grew up in Bessemer, Alabama;
while completing his bachelor's degree in business at Amberton
University, he enlisted in the National Guard; he served
principally in the 49th Armored Division of the Texas Army
National Guard; over the course of 25 years in the military, he
graduated from the U.S. Army Command and General Staff College
and U.S. Army Armor School, and he retired as a lieutenant
colonel in the Army Reserve; his civilian career spanned more
than 40 years in the commercial building products field, and he
won many professional awards before his retirement as a district
manager with Siplast in 2016; and
 
       WHEREAS, Mr. Dillard was highly engaged in civic life for
nearly four decades; after serving on The Colony City Council
from 1992 to 2002, he went on to serve two terms as mayor; he
shared his expertise with the board of the Denton County
Transportation Authority and Denton County Building and
Maintenance Committee, among other such organizations, and he
was a founding member of The Colony Economic Development
Corporation, the Windhaven Peninsula Development Committee, and
the HWY 121 Task Force; and
 
       WHEREAS, Active in the Denton County Republican Party
since 1986, Mr. Dillard served in numerous capacities, including
senate district committee member, state delegate, and county
chair; he regularly served as an election judge or clerk, and he
was a founding member of the Denton County Conservative
Coalition; he was also a longtime member of the Legacy Republican
Club; in 2016, he was elected as the presidential elector for
Congressional District 26; moreover, he was an Eagle Scout and a
lifetime member of the National Rifle Association and Texas State
Rifle Association; sharing his skill, he served as a 4-H shooting
sports instructor; and
 
       WHEREAS, Mr. Dillard was a man of strong faith and served
in leadership roles at several churches; the devoted husband of
Nancy Dillard, he took great pride in their children, Ashley,
Elizabeth, and Steven, and three treasured granddaughters,
Caroline, Penelope, and Eva; and
 
       WHEREAS, Through his service to his community and his
country, John Dillard set an inspiring example for all, and he
will be remembered with great admiration by all who were
privileged to know him; now, therefore, be it
 
       RESOLVED, That the Senate of the State of Texas, 88th
Legislature, 3rd Called Session, hereby pay tribute to the life
of John Curtis Dillard II and extend sincere condolences to all
who mourn his passing; and, be it further
 
       RESOLVED, That an official copy of this Resolution be
prepared for his family and that when the Texas Senate adjourns
this day, it do so in memory of John Dillard.
