R E S O L U T I O N
       WHEREAS, A rich and purposeful life drew to a close with the
passing of Kenneth Dewayne Phillips of Dallas on September 26,
2023, at the age of 79; and
       WHEREAS, Kenneth Phillips was born in Lansing, Michigan, on
February 7, 1944, to William and Edna Phillips; he attended Lansing
Eastern High School, where he met his future wife; answering his
nation's call to duty, he joined the U.S. Air Force, and he went on
to earn a degree from the University of Alaska while stationed at
Elmendorf Air Force Base in Anchorage; and
       WHEREAS, Following his discharge, Mr. Phillips returned to
Michigan in 1970 and took a job at a feed company; he later embarked
on a career in medical sales and was hired by Ethicon; in 1976, he
was offered the opportunity to open a territory for DePuy Synthes in
Southern California, where he would reside for the next two
decades; after leaving California, he lived in several places,
including Michigan, Massachusetts, and New Hampshire, before
settling in Texas; and
       WHEREAS, Mr. Phillips was a devoted father to his three
children, Tanya, Todd, and Heidi, whom he supported in all of their
endeavors; with the passing years, his treasured family grew to
include six grandchildren, Maddie, Max, Duncan, Ava, Ben, and Ruby;
his life was further enriched by the wide circle of friends that he
made during his many adventures; and
       WHEREAS, While the passing of Kenneth Phillips brings great
sadness to his loved ones, he leaves behind a legacy that will long
be treasured by all those who held him dear; now, therefore, be it
       RESOLVED, That the House of Representatives of the 88th Texas
Legislature, 3rd Called Session, hereby pay tribute to the memory
of Kenneth Dewayne Phillips and extend heartfelt condolences to the
members of his family: to his children, Tanya Phillips, Kenneth
Todd Phillips and his wife, Stephanie, and Heidi Carvalho and her
husband, Matt; to his grandchildren, Maddie, Max, and Duncan
Carvalho and Ava, Ben, and Ruby Phillips; and to his other relatives
and friends; and, be it further
       RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of Kenneth
Phillips.
