H.C.R. No. 16
 
 
HOUSE CONCURRENT RESOLUTION
       WHEREAS, Linda J. Cowden of Midland received the Excellence
in Governing Board Leadership Award at the Beacon Awards Luncheon
on September 26, 2023; and
       WHEREAS, The Beacon Awards honor excellence in Permian Basin
nonprofit organizations by recognizing volunteers and staff of the
local nonprofit sector; the Excellence in Governing Board
Leadership Award is presented annually to an individual who has
made a positive impact through outstanding service on a governing
board; and
       WHEREAS, A tireless supporter of Midland College, Linda
Cowden is an elected member of the board of trustees; she also gives
generously of her time and expertise as a member of the Midland
College Foundation's board of directors and currently serves as its
secretary; during the school's most recent capital campaign, her
efforts were instrumental in raising $30 million in a single year,
enabling completion of the June and Frank Cowden Jr. Dining Hall;
the facility is named in honor of her parents, admired Midland
philanthropists who instilled in her the importance of civic
engagement; and
       WHEREAS, Ms. Cowden has further contributed to education in
her community as a member of the Trinity School Board of Trustees;
in addition, she has served as chair of Kappa Alpha Theta, as
co-chair for Midland's Centennial Celebration, and as PAC chair for
a successful $43 million bond election; and
       WHEREAS, Deeply committed to the important mission of Midland
College, Linda Cowden has inspired innumerable people through her
selfless endeavors in behalf of the institution, and she is truly
deserving of this accolade; now, therefore, be it
       RESOLVED, That the 88th Legislature of the State of Texas,
3rd Called Session, hereby congratulate Linda J. Cowden on
receiving the 2023 Excellence in Governing Board Leadership Award
and extend to her sincere best wishes for the future; and, be it
further
       RESOLVED, That an official copy of this resolution be
prepared for Ms. Cowden as an expression of high regard by the Texas
House of Representatives and Senate.
