SENATE RESOLUTION NO. 214
       WHEREAS, The San Leon Municipal Utility District is
hosting a dedication ceremony on February 24, 2023, to name a
water tower in honor of the late Joseph Lynn Manchaca; and
       WHEREAS, Deeply dedicated to his community, Joseph served
as president of San Leon Municipal Utility District for 16 years,
and under his able leadership, the district secured funding for
the area's water tower; he also gave generously of his time and
talents as vice president of the Dwane Caldwell Military
Scholarship and Charity Foundation and as chaplain of the Sons of
the American Legion; he was a lifetime member of the San Leon Fire
Department, and he volunteered with the Sisters Helping Sisters
Brotherhood and with the San Leon Yard Birds; and
       WHEREAS, Joseph's professional achievements included
establishing his vehicle repair shop, working for Satellite
Logistics Group, and serving as North American director of
warehouse operations for the international logistics firm
Hillebrand; and
       WHEREAS, Throughout his life, Joseph set an inspiring
example of civic engagement and public service, and the naming of
the water tower in his honor is a fitting tribute to his
significant contributions; now, therefore, be it
       RESOLVED, That the Senate of the State of Texas, 88th
Legislature, hereby commemorate the dedication of the San Leon
Municipal Utility District water tower in memory of Joseph Lynn
Manchaca and commend all who have contributed to securing this
designation on their outstanding efforts; and, be it further
       RESOLVED, That a copy of this Resolution be prepared in
honor of this special occasion as an expression of esteem from
the Texas Senate.
