A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the creation of a low-interest loan program for |
|
entrepreneurs with physical or mental disabilities. |
|
       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
       SECTION 1.  Title 4, Labor Code, is amended by adding |
|
Subtitle D to read as follows: |
|
SUBTITLE D. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES |
|
CHAPTER 375. ENTREPRENEURSHIP LOANS FOR PERSONS WITH DISABILITIES |
|
       Sec. 375.001.  ENTREPRENEURSHIP LOANS FOR PERSONS WITH |
|
DISABILITIES. (a) In this section: |
|
             (1)  "Commission" means the Texas Workforce |
|
Commission. |
|
             (2)  "Disability" means, with respect to an individual, |
|
a mental or physical impairment that substantially limits at least |
|
one major life activity of that individual. |
|
       (b)  The commission shall establish and administer a |
|
low-interest loan program to support entrepreneurship among |
|
persons with physical and mental disabilities. |
|
       (c)  The commission may solicit and accept gifts, grants, and |
|
donations from public and private entities to use for the purposes |
|
of this section. |
|
       (d)  The commission shall adopt rules as necessary to |
|
establish and administer the loan program established under this |
|
section. |
|
       SECTION 2.  Not later than January 1, 2024, the Texas |
|
Workforce Commission shall adopt rules necessary to implement |
|
Chapter 375, Labor Code, as added by this Act. |
|
       SECTION 3.  This Act takes effect September 1, 2023. |
