               A BILL TO BE ENTITLED
            
               AN ACT
            
            relating to an entity responsible for the local share of qualified 
         
            project costs under the ship channel improvement revolving fund.
         
                          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         
                          SECTION  1.    Section 56.003, Transportation Code, is amended 
         
            by adding Subsection (a-1) to read as follows:
         
                          (a-1)    An entity responsible for the local share of qualified 
         
            project costs under Subsection (a) must be:
         
                                      (1)    a navigation district created under Section 52, 
         
            Article III, or Section 59, Article XVI, Texas Constitution, and 
         
            operating under Chapter 60, 61, 62, or 63, Water Code; or
         
                                      (2)    a municipality or board of trustees under Chapter 
         
            54.
         
                          SECTION  2.    Section 56.001(3), Transportation Code, is 
         
            repealed.
         
                          SECTION  3.    This Act takes effect September 1, 2021.

	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:

	(a-1) An entity responsible for the local share of qualified
	project costs under Subsection (a) must be:
	(1) a navigation district created under Section 52,
	Article III, or Section 59, Article XVI, Texas Constitution, and
	operating under Chapter 60, 61, 62, or 63, Water Code; or
	(2) a municipality or board of trustees under Chapter
	54.
	SECTION 2. Section 56.001(3), Transportation Code, is

	SECTION 3. This Act takes effect September 1, 2021.
