Senate Bill 2485, also known as House Bill 2410, amends Tennessee Code Annotated to allow local education agencies (LEAs) and public charter schools to install and maintain video camera surveillance systems in special education classrooms. The purpose of this surveillance is to enhance the safety of both teachers and students. However, the use of these systems is contingent upon obtaining written consent from the parents of a majority of the students in the classroom. The bill outlines that the video footage can be accessed by parents or legal guardians of featured students and teachers if they believe the footage contains evidence of an assault, while ensuring compliance with privacy laws.
Additionally, the bill mandates that any LEA or public charter school that opts to install such surveillance systems must adopt a policy detailing how long the collected footage will be maintained. It is also stated that funding for these installations should come from available school safety grants. The act will take effect upon becoming law for policy development, while the full provisions will be effective starting July 1, 2026, and will apply to the 2026-2027 school year and beyond.
