Senate Bill 2157, also known as House Bill 2366, amends the Tennessee Code Annotated to establish regulations regarding tourism development zones. The bill defines "local government" and "tourism development zone," and outlines that local governments cannot block access to these zones in a way that disrupts business operations or delivery services. However, it allows for temporary restrictions on access for emergencies, government-hosted events, and construction or maintenance activities. The bill also grants the Tennessee Highway Patrol concurrent law enforcement authority within these zones.

Additionally, the bill mandates the Department of Tourism, in consultation with other state departments, to create rules designating tourism development zones as economic protection zones. These rules will regulate access to businesses, manage public property use, and ensure sanitation and marketing efforts to stimulate economic activity. The rules will take precedence over conflicting local laws. The act will take effect upon becoming law for rule promulgation purposes, while other provisions will be effective starting January 1, 2027.
