Senate Bill 2366 amends Tennessee Code Annotated, Section 63-6-207, to establish a provisional foreign training license for internationally trained physicians. This license, valid for two years and extendable for an additional year, is contingent upon the physician meeting specific criteria, including holding a diploma from an approved medical school, completing a minimum of three years of postgraduate training, and maintaining good standing with their home country's medical licensing authority. Additionally, applicants must provide proof of U.S. citizenship or lawful presence, demonstrate good moral character, and pay a non-refundable application fee of $300. The bill also outlines the types of employers authorized to employ these physicians, which include federally qualified health centers, rural health clinics, and community health centers, among others.
Furthermore, the bill stipulates that internationally trained physicians can only provide medical services at designated employers during the provisional license period. After two years of satisfactory practice under this provisional license, physicians may be granted a full and unrestricted medical license if they demonstrate competency and pass the required examinations. The board of medical examiners is tasked with collecting data on the effectiveness of this licensing pathway and is authorized to promulgate rules to implement the act. The act takes effect upon becoming law for rule promulgation purposes, while other provisions will take effect on January 31, 2027.
