Senate Bill 2319 mandates that each public library in Tennessee adopt a materials reconsideration policy, allowing legal residents of the county to request the withdrawal, reclassification, or relocation of library items, which include physical books, electronic books, magazines, audio recordings, digital resources, and games. The policy must include a standardized application form for residents to submit their requests, and libraries are required to respond to these requests within 90 days. The library board must approve the actions taken in response to each application, and all decisions made by the board regarding an item are final for a period not exceeding 30 months.

Additionally, the bill outlines specific provisions for the reconsideration process, such as requiring applicants to attest that they have engaged with the entire item in question and potentially providing identification to verify residency. It also allows libraries to limit the number of applications an individual can submit within a year and to deny applications that are deemed disruptive. Importantly, the bill clarifies that items available through interlibrary loans are not subject to the reconsideration policy and that libraries can still remove items for reasons unrelated to the reconsideration process. The act is set to take effect on July 1, 2027.
