Senate Bill 2401, also known as House Bill 2250, amends Tennessee Code Annotated, Title 37, by introducing new requirements for the Department of Children's Services. By January 1, 2027, the department is mandated to publicly release detailed information about all providers contracted to house or supervise children and youth in state custody over the past three fiscal years. This includes a list of providers, the number of youth served, licensing information, the types of youth served, financial details regarding services provided, and any licensing violations associated with each provider.

Additionally, starting January 30, 2027, and continuing monthly, the department must publish data on children in its custody who have stayed in short-term or interim locations, including the number and length of stays, types of locations, and overtime worked by staff supervising these children. The department is also required to consult with the comptroller of the treasury to ensure accurate reporting and to include a yearly summary of this data in its annual report. Furthermore, a semi-annual publication of the locations used for short-term placements and the contractors involved in their operation is mandated.
