Senate Bill 2080, also known as House Bill 2046, amends various sections of the Tennessee Code Annotated to establish new provisions regarding TennCare reimbursements. Specifically, it introduces a new subsection to Section 56-32-124, mandating that beginning July 1, 2026, the first $150 million of tax revenue collected under the health maintenance organization tax must be used to draw down federal funds for reimbursing physicians, advanced practice registered nurses, and physician assistants for specific CPT codes related to evaluation and management, obstetrics and gynecology, or anesthesia.

Additionally, the bill creates a new section, 71-5-175, which defines key terms such as "advanced practice registered nurse," "CPT code," "physician," and "physician assistant." It stipulates that reimbursements must be allocated up to 110% of the current Medicare reimbursement rate for the same CPT codes. The Bureau of TennCare and the Department of Commerce and Insurance are authorized to promulgate rules to implement these provisions, which will take effect upon becoming law for rule-making purposes, while the reimbursement provisions will apply to services provided on or after July 1, 2026.
