Senate Bill 2013, also known as the "Tennessee Nursing Education Integrity and Oversight Act," aims to enhance the oversight and accountability of out-of-state nursing education programs operating within Tennessee. The bill establishes a temporary moratorium on the approval of applications from these programs for a period of two years, starting from the effective date of the act. During this time, the Tennessee Board of Nursing will not accept new applications from out-of-state programs, although those already approved prior to the act will retain their status but must comply with data reporting requirements.
Additionally, the bill mandates the Tennessee Center for Nursing Advancement, in collaboration with the Board of Nursing, to develop new standards for the approval of out-of-state nursing programs that utilize Tennessee-licensed preceptors or clinical sites. These standards will address various aspects, including verification of preceptors, annual reporting requirements, and mechanisms to ensure educational equivalency and patient protection. The Center is required to publish a report with the recommended standards by June 30, 2027, and to provide annual updates on the oversight of out-of-state programs utilizing clinical sites in Tennessee.
